My son, the one the other parents don't let their kids play with, on his way over to family dinner Saturday night.., had a chunk of ice fall off a truck ahead of him on the highway. That was perfect. I needed that. I was using my upper body to move my front wheel so this is going to be good practice for me to try using my knees instead when I get outside . Weep tiles aren't required by code, but sounds like what you need, along with some grading work. I'd install weep tiles, french drains, and everything else to fix it on the outside of the basement to drain water away, before I started working on the concrete inside the basement, installing weep ...
