why not group people by qualifying times? Then have a penalty for sandbaggers who race faster than their qualifying time I would like that a lot. Except this is only feasible for motocross. I've had races where I would have had a better finishing position in B than in C because of all of the sandba...

Yeah, I'll be honest -- I'm not really sure what "you won't get a title" means. If you buy a car out of state, you get a title from that state. Now, I know it can make it a real hassle to get a plate and you may end up paying taxes twice or whatever, but I don't know that it really matters...
