The hub spacer sets the bearing end play when the axle is torqued. If it's loose in there it's the wrong spacer or bearings installed incorrectly. Or both in combination. Either way the bearings will check out in short order.

Careful riding the bike as the additional pressure might eat the new wheel bearings. Measure the swingarm and have a machine shop cut the spacers down. Be sure to verify chain alignment when deciding how much to cut from a given spacer. Install the wheel w/o spacers (using axle) and align chain,then...
