Selling bike to out of state buyer

Selling a bike to an out of state buyer, bike has PA title. Buyer wants to get KY title. PA needs notary, but does KY? Can I just do a bill of sale and sign over title and it's their problem?

Looks like KY is a notary state.
Best to go to a PA notary to confirm but at least I think you will need to have PA notary sign off on your signature. KY will probably need a bill of sale that PA notary can supply and also stamp for you.
I think when I sold a bike to Washington state I needed the buyers information and the PA notary filled that in on the title. Then mail certified to buyer. They will go to KY notary and sign the title in front of them and they will stamp. Buyer will then pay tax to his state according to the bill of sale amount and submit to have title changed over to a KY title.
