Some motorcycle shops//dealers do nitrogen fills on tires. For example, Bob's BMW in Jessup, MD has the ability. Not sure how they'd respond to putting a charge on your shocks for you.
Air is 78% nitrogen anyway so I've always been a bit skeptical about the value of a 100% nitrogen fill.

You don’t have to have nitrogen. You can use compressed air especially on a dual sport. Nitrogen would be optimal in Mx and other racing situations but good old atmospheric air would suffice for every day trail use. Maybe just pump it up and go ride till you end up near a shop that has nitrogen ...

Nitrogen charge location
Just rebuilt my DR650 shock and I can't find a shop that can charge the bladder. The only lead I have so far is in Frederick, but I would like to avoid driving 2 hours for a 1min job. Anyone knows of a place closer to DC?
